Matt is a technology expert who uses Information and Communication Technologies (ICT) to improve information systems worldwide. With over 15 years in the field, Matt has had a positive impact on the quality of training and data management for a wide variety of clients including schools, universities, US government agencies, corporations, and Ministries of Education around the globe. He uses his expertise to design, develop, and implement custom solutions for these clients. Matt also specializes in guiding organizations to develop comprehensive and sustainable ICT strategies. Matt has the diverse skills necessary to solve virtually any ICT challenge.

Application Architect, Business Analyst, and Project Manager are a few of the roles that Matt commonly plays. Jordan

2012-2013

Analyst and Instructor – Capacity Development – funded by the USAID and subcontracted through Creative Associates International, Inc. Analyzed the existing EMIS and LMS systems for the customization of the Training Curriculum. Trained 26 employees within the Ministry of Education how to efficiently create highly effective eLearning content by capitalizing on the strengths of the existing data and learning management infrastructure. The training consisted of 6 one-week sessions.

2010-2012

Analyst and Software Developer – Online Training – funded by the USAID and subcontracted through Creative Associates International, Inc. Conducted a technical, data, and needs analysis. Coordinated and managed the development of 5 e-learning courses.

Malawi

2010-2012

Trainer, Technical Implementation Support, and Strategic Planning Guidance –Malawi Teacher Professional Development Support project – funded by the USAID and subcontracted through Research Triangle Institute (RTI). Designed and implemented a pilot using an alternative technology, in this case hand-held multimedia players, as a means to improve the quality and standardization of teacher training in remote regions.

Development of a series of three interactive DVD for pre-service teacher training – Best Practices in teaching for English, math and science.

Development of an interactive DVD for pre-service teacher training on Life Skills instruction.

Egypt

2009-2010

Trainer, Technical Implementation Support, and Strategic Planning Guidance – Support of the Technology to Improve Learning Outcomes (TILO) project – funded by USAID and subcontracted through Creative Associates International, Inc. Provided instructional design and programming training for the eLearning development team at the Egypt Ministry of Education. Worked closely with the MOE network administrators to implement the Moodle Learning Management System and helped develop a strategic plan for integrating the LMS outputs into a performance monitoring plan for students and teachers.

Oman

2009-2010

Trainer and Technical Implementation Support – Pre-Service CCCM Teacher Training – funded by the US State Department under the Middle East Partnership Initiative (MEPI) and administered by Creative Associates International, Inc. The project involved partnering with Sultan Qaboos University to design and develop training to prepare teachers for the changes in instructional methods that are being adopted by schools in Oman.

2005-2007

Application Architect and Data Analyst– Online Teacher Training Project – funded by the US State Department under the Middle East Partnership Initiative (MEPI) and administered by Creative Associates International, Inc. Performed a requirements analysis and architected a learning management system and eLearning course authoring environment for the Ministry of Education to be used for delivering and tracking instruction and teacher capacity building in Math, Science, and English.

Trainer - Worked with the Ministry of Education to help teachers and administrators develop a better understanding of how technology can be used to publish learning materials for access by a wide audience.
